Policy and Administration
The League's policy governance consists of district-wide committees, as well as the State Executive Committee that interprets the rules, settles disputes between different UIL districts and disputes which arise past the district level. The SEC also conducts investigations and hearings of alleged violations and hears appeals. The Legislative Council retains oversight on all rules and has delegated authority from the Commissioner of Education to approve rule changes.

The UIL Constitution and Contest Rules are the official rules that govern all UIL-sponsored activities and also define the direction, function and purpose of the UIL.
A public school district or open-enrollment charter school in Texas that is subject to accreditation by the Texas Education Agency, or a private school subject to accreditation by the Texas Private School Accreditation Commission, may become a member of the UIL in accordance with Subchapter D, Sections 10-14, UIL Constitution and Contest Rules.
The UIL publishes this document to provide member schools notice of Texas Education Agency regulations which relate to UIL and all other extracurricular activities sponsored or sanctioned by the school district.
Legislative Council - The Legislative Council is the rule-making body composed of 32 public school administrators.
State Executive Committee - This committee interprets the rules, settles disputes between different UIL districts and disputes which arise past the district level, conducts investigations and hearings of alleged violations, and hears appeals. SEC Precedent Manual
Waiver Review Board - The Waiver Review Board reviews decisions of the UIL Waiver Officer when an appeal of a waiver decision is filed. WRB Precedent Manual
Student Eligibility Rules can be found in Subchapter M of the UIL Constitution and Contest Rules. The sole purpose of eligibility rules and contest regulations is to keep competition equitable and to maintain activities in proper perspective. It is the responsibility of each school to see that students do not compete unless they comply with all eligibility rules. It is also the responsibility of the student to observe and obey these standards.
